Can a sheriff deputy enforce a vehicle code violation on a county road without a contract and if the population is less than required as to Government Code 26613?

If it was done, then the answer is yes.

If you believe you have a valid defense, appear in court as instructed and defend yourself.

What would make you think that a county sheriff would be precluded from enforcing the Vehicle Code on a county road?
